    VPN Manager Service

    Manages all VPN connection profiles and their active states.

    Lifecycle:

    1. Construction - Connect to NetworkManager client
    2. Initialization - Enumerate VPN connections
    3. Ready - Monitor VPN additions, removals, state changes
    4. Disposal - Cleanup all VPN connections and signals

    connection-added - Emitted when VPN connection added

    connection-removed - Emitted when VPN connection removed

    changed - Emitted when VPN state changes
